Leveraging Catalytic Capital for Small Residential Building Decarbonization

This event, held on September 29, 2026, explored the findings of Leveraging Catalytic Capital for Small Residential Building Decarbonization in Boston, a new report from The Boston Foundation in partnership with Building Electrification Institute and Firefly Energy Consulting. The discussion focused on how catalytic capital, mission-driven investments that accept lower financial returns in exchange for social and environmental impact, can help accelerate the decarbonization of Boston's approximately 70,000 small residential buildings.

Presenters outlined the significant barriers facing homeowners and affordable housing providers, including high upfront costs, aging housing stock, financing gaps, and affordability challenges. They identified two opportunities where catalytic capital can have the greatest impact: expanding the Massachusetts Community Climate Bank's Energy Saver Home Loan program and creating a dedicated fund to support energy retrofits in mission-driven affordable housing portfolios.

A panel of leaders from government, community organizations, and financing institutions discussed how these recommendations build on existing programs such as Mass Save and the City of Boston's Boston Energy Saver initiative. Speakers emphasized that climate action and affordability are not competing goals, highlighting how energy-efficient homes can reduce utility costs, improve comfort and health, preserve affordable housing, and strengthen community resilience.
