The primary purpose of this report is to provide a comprehensive assessment of the Massachusetts retirement system and make a series of recommendations to significantly improve the management of the system and make it more equitable so that public employees receive the security and protection they need in a manner that is sustainable and fair to the taxpayers who fund them.
