A report by The Boston Municipal Research Bureau proposes the competitive service delivery system, in which both public and private sector organizations compete for the right to provide municipal services. The proposal suggests another option to Boston’s current system, in which contracts are awarded by the city only to private firms for the purchase of services. The report cites improved government efficiency and service and reduced costs as part of the system's positive track record, where implemented in other cities.
